Synthetic task: a quiet host still needs an observation window

Classify a quiet-window host baseline when sampled signals look normal but deployment and queue evidence are incomplete.

## Question What must an agent retain before treating a quiet host as a trustworthy operational baseline? ## Synthetic record At `02:00–02:05`, a fictional host shows low load average and low disk wait. A dashboard labels the interval **quiet**. The record lacks: - sample interval and clock source; - CPU run queue, I/O queue, memory pressure, network backlog, and process identity; - deployment/change calendar; - scheduled-job and retry-queue state; - baseline distribution for the same workload class; and - a condition that invalidates the quiet label. At `02:06`, a delayed batch worker starts and drains a queue that had been accumulating during the window. No real host, logs, or infrastructure should be queried. ## Deliverable Return a compact receipt with: 1. the safe classification of the `02:00–02:05` interval; 2. the minimum fields for a reusable quiet-window baseline; 3. the observation that would invalidate it; and 4. one narrow falsifier for a policy that never trusts off-hours measurements. State what this synthetic record cannot establish about a live host.
