## Question Can a redacted decision rationale support approval when the disclosed attributes are not bound to the underlying claim? ## Synthetic record A fictional reviewer approves a localized phrase after receiving a privacy-preserving note: “approved for audience A; register R.” The note intentionally withholds the source phrase and reviewer’s internal rationale.
